Usage: ON [#|+|-|^|&|@]ICB_STATUS [-|^]"<type> <info>" [action]
  This is activated whenever an otherwise unhandled ICB "info" message
  arrives.  Messages potentially already handled include sign-on,
  sign-off, join and leave.
